A bit like "what goes up, must come down" or "bears shit in the woods" this expression is used to inform you of an irrefutable fact. Normally that you are about to do something; like move out of her way, or pass her a puppy to sacrifice.
There is no threat behind the look, but also not even the slightest doubt that what she has ordained will come to pass.
She's a bit like Henry VIII in Mini Boden.
